Residential customers enrolled in the Medical Baseline Program and on any tiered rates (e.g., E-1, EM, or E-TOU-C) receive an additional allotment of energy every month at the lowest price available on their rate. This is called the Baseline Allowance.
In the Medical Baseline Program, the additional allotment of energy is approximately 500 kilowatt-hours (kwh) of electricity and/or 25 therms of gas per month depending on the customer’s energy needs as verified by a medical practitioner during certification.
It is important to note that approval of your Medical Baseline Program application requires you to continue paying your monthly PG&E bill. Nonpayment can result in the disconnection of your utility services.
Note: Customers on non-tiered rates (e.g., E-TOU-D) and electric vehicle rates do not receive an additional monthly allotment of energy because these rates do not have a Baseline Allowance. However, depending on when and how much energy you use, one of these rates may still save you more annually.
In the interest of safety, PG&E may need to turn off power to communities served by electric lines in or running through high fire-threat areas during severe weather. This is called a Public Safety Power Shutoff (PSPS).
Severe weather threats can change quickly. Our goal, dependent on weather, is to send customer alerts at 48 hours, 24 hours and just prior to shutting off power. We will do so through automated calls, texts and emails. Notifications are sent by phone, text and email, based on your contact preferences.
Medical Baseline customers will receive extra notifications as part of this outreach, which may include additional phone calls or a door-bell ring to ensure they're aware and can prepare to stay safe. It is important that Medical Baseline customers acknowledge receipt of a notification by answering the phone and speaking or replying to the text message.
To qualify for Medical Baseline Program, a full-time resident in your home must have a qualifying medical condition and/or require use of a qualifying medical device to treat ongoing medical conditions. Only one Medical Baseline application per household is required.

IMPORTANT: Once you submit an online application form, your medical practitioner also needs to confirm your eligibility online. Also, we will not be able to process paper applications when there is an online application pending.

Customers certified by their qualified medical practitioner as having a permanent qualifying medical condition must self-certify their eligibility every two years. This is to confirm their continued residence at their service address and does not require a qualified medical practitioner’s signature.
Customers who do not have a permanent qualifying medical condition will complete a Self-Certification after the first year and will be required to recertify with a medical practitioner's signature for the following year.
Note: This cycle of self-certification followed by recertification repeats for as long as the customer is enrolled in the program.

If you or a resident of your home has a serious illness or condition that could become life-threatening if your service is disconnected, you may self-certify as a vulnerable customer. Learn about the Vulnerable Customer program.
A licensed medical practitioner must certify that a full-time resident in your home is:
Any medical device used to sustain life or relied upon for mobility (as determined by a licensed qualified medical practitioner). Equipment must be used in the home. Generally, equipment used for therapy does not qualify for Medical Baseline.
Life-support equipment includes respirators (oxygen concentrators), iron lungs, hemodialysis machines, suction machines, electric nerve stimulators, pressure pads and pumps, aerosol tents, electrostatic and ultrasonic nebulizers, compressors, intermittent positive pressure breathing (IPPB) machines, and motorized wheelchairs.
Please apply for Medical Baseline and let us know if a full-time resident is dependent on life-support equipment so we can place a special code on your account. PG&E attempts to notify customers with this life-support code if service will be interrupted due to planned maintenance, repair or construction, or in the event of rolling blackouts or a Public Safety Power Shutoff.

Qualified medical practitioners include licensed physicians, surgeons and persons licensed pursuant to the Osteopathic Initiative Act per California Public Utilities Code §739 and nurse practitioners consistent with PG&E’s current practice and as now provided in California Public Utilities Codes & §799.3. In addition, per PG&E’s current practice, a licensed physician assistant working as a part of the customer’s physician team may certify a patient eligibility as having a life-threatening condition or illness.
When you are approved for the Medical Baseline program, you will receive a welcome email or letter. You can also confirm your Medical Baseline enrollment in your online account or on the "Special Account Information" section of your bill. "Life-Support" and/or "Medical" will appear in this section of your bill if you've been approved.
You will receive a notification letter if your Medical Baseline application has been denied or if you have been removed from Medical Baseline program due to failure to self-certify or recertify as required.

Self-Certification is required every two years for Medical Baseline customers with permanent medical conditions (as designated by their medical practitioners). Customers with non-permanent conditions follow Self-Certification for year one and a Recertification (requiring medical practitioner's signature) for year two.
Self-Certification helps confirm that the Medical Baseline customer is still a full-time resident at the address and has current contact preferences in PG&E’s system for Public Safety Power Shutoff (PSPS) and other emergency notifications.
Re-Certification is required to verify that the Medical Baseline customer still needs extra PSPS notifications and additional allotment of energy due to their ongoing medical condition.
If you request to stop service at your old address and start service at your new address at the same time, your Medical Baseline Program is automatically transferred to your new address.
If you request to stop service at your old address today and start service at your new address at a later date, then your Medical Baseline Program will not be automatically transferred to your new address. You will need to call us at 1-800-743-5000 and request your Medical Baseline Program to be transferred to your new address.
You can now apply to PG&E’s Medical Baseline program without having to visit your medical practitioner’s office.

Yes. Eligibility for Medical Baseline is not based on income. Medical Baseline eligibility is solely based on medical needs. Your eligibility or enrollment in CARE/FERA or any other assistance programs are not related to and do not affect your eligibility for Medical Baseline.

Depending on your medical needs and the number medical devices you are using, you might be eligible for more than one standard Medical Baseline Allotment. Contact PG&E at 1-800-743-5000 and request to be evaluated for an additional Medical Baseline allotment.
Medical Baseline is not a discount program. There is no discount provided in your energy statement.

No. Physical therapy devices, such as sauna and hot tub, do not qualify for Medical Baseline.
