CARE post-enrollment verification
To qualify for the CARE Program, you must meet the income guidelines. While we don't require proof of income when you apply, at any time you may be selected to participate in the Post-Enrollment Verification process. At this time, you will be asked to provide income verification to continue receiving the monthly CARE discount. All customers with energy usage exceeding 400 percent of their baseline allowance* will be selected for High-Usage Post-Enrollment Verification.
Post-enrollment verification process
If you enrolled in CARE and have been selected for Post-Enrollment Verification, please follow these steps:

High usage post-enrollment verification process
If you are enrolled in CARE and your energy usage exceeds 400 percent of the baseline allowance* in any monthly billing cycle, the California Public Utilities Commission requires that you participate in the CARE Program High Usage Post-Enrollment Verification process. Note that you must submit documentation within 45 days of receiving notification or you will lose your CARE discount.
If you have been selected for Post-Enrollment Verification due to high energy usage, please follow these steps:

To continue participating in the CARE Program, the California Public Utilities Commission requires that you participate in the Energy Savings Assistance Program. The Energy Savings Assistance Program provides energy-efficient home improvements at no cost. Your home assessment must be completed within 45 days of receiving your notification.

*"Allowance" refers to Tier 1 or baseline allowance, which is the amount of energy provided to residential electric and natural gas customers for basic energy needs at the lowest cost. It varies by season, climate zone and heat source. Your baseline information is located in the Charges section on page 3 of your PG&E bill.
