CARE and FERA post-enrollment verification
To qualify for the CARE or FERA program you must meet the income guidelines or participate in certain public assistance programs. While we don't require proof of income when you apply, at any time you may be selected to participate in the Post-Enrollment Verification process. At this time, you will be asked to provide income verification to continue receiving the monthly discount. All customers with energy usage exceeding 400 percent of their baseline allowance three times in a 12-month period will be selected for High Usage Post-Enrollment Verification.* If you received a High Usage Post-Enrollment Verification request, please refer to the High usage post-enrollment verification section below.

If you have been selected for Post-Enrollment Verification, please follow these steps:

High usage post-enrollment verification process
High usage post-enrollment verification is required for CARE and FERA customers with energy usage above 400% of the baseline allowance* three times during a 12-month period, the California Public Utilities Commission requires that you participate in the Program High Usage Post-Enrollment Verification process. Note that you must submit documentation within 45 days of receiving notification or you will lose your discount.
If you have been selected for Post-Enrollment Verification due to high energy usage, please follow these steps:

To continue participating in the CARE Program, the California Public Utilities Commission requires that you participate in the Energy Savings Assistance Program. The Energy Savings Assistance Program provides energy-efficient home improvements at no cost.

*"Allowance" refers to Tier 1 or baseline allowance, which is the amount of energy provided to residential electric and natural gas customers for basic energy needs at the lowest cost. It varies by season, climate zone and heat source. Your baseline information is located in the Charges section on page 3 of your PG&E bill.
