Northern San Joaquin 230 kV Transmission Project

Improving reliability and building a stronger grid in northern San Joaquin County

You deserve reliable power. This project will help PG&E keep delivering safe and dependable electric service. It will support future energy needs and community growth.

How this work will benefit you

These upgrades will help improve electric service in your area. The project is expected to:

  • Improve power reliability for 10,000 PG&E customers in northern San Joaquin County and 28,000 Lodi Electric Utility customers in Lodi
  • Reduce the chance of outages in your neighborhood
  • Prepare the grid for growing energy needs

Project details

This project will strengthen the local power grid now and for the future. It will help support the growing energy needs of homes, farms and businesses in northern San Joaquin County. The project includes three main improvements:

  • Expand our existing Lockeford Substation, north of East Kettleman Lane between State Route 88 and North Jack Tone Road
  • Build a new switching station in the City of Lodi
  • Build a new transmission line to connect the existing 230 kV Brighton-Bellota transmission line with PG&E’s expanded Lockeford Substation and the new switching station in Lodi

The Brighton-Bellota line runs east of Lockeford Substation, near Clements Road and East Kettleman Lane.

Map of the Northern San Joaquin 230 kV Transmission Project, showing the project area as east-west between Clements Road and State Route 99, and north-south between State Route 12 and East Harney Lane. The planned transmission line starts at the planned Thurman Switching Station in northeastern Lodi, travels south and then east through the existing Lockeford Substation, before continuing east and connecting to the existing transmission line near Clements Road.

Project status

PG&E is getting ready for construction. The California Public Utilities Commission (CPUC) approved the project in July 2026. This approval allows PG&E to move into the next planning steps and pre-construction work.

Project timeline and next steps

We know it's important to understand what happens next. The timeline below shows key project steps and estimated dates. We'll keep you updated as the schedule becomes clearer.

Frequently asked questions

This project will upgrade the electric grid so it can meet the area's steadily increasing energy needs and support future growth. The upgrades will help PG&E improve reliability and reduce the chance of outages in your neighborhood.

The project is in northern San Joaquin County. The project area includes:

  • East to west: west of Clements Road to east of State Route 99
  • North to south: south of State Route 12 to north of East Harney Lane

The California Public Utilities Commission (CPUC) approved the project in July 2026. PG&E is now planning construction. Construction is expected to start in 2028 and finish in 2031.

Work will happen in phases, so different areas may see activity at different times. PG&E will update the timeline as the project moves forward and keep you and the community informed.

You helped shape this project from the start. During planning, we heard from residents, local businesses, community groups, farmers and public agencies.

As part of planning, we:

  • Reached out to the community and listened to your input
  • Worked with public officials
  • Studied the land and environment
  • Shared news and updates

We used the information to help develop a transmission line route. We proposed that route to the CPUC. For each route suggestion, we considered whether it:

  • Met the project's goals
  • Was feasible
  • Avoided or minimized potential environmental impact

The CPUC approved the project in July 2026. The approval confirmed these improvements are necessary for safe and reliable electric service in the future.

PG&E is now preparing for construction. PG&E will keep you updated and work closely with your community.
