PG&E's Green Saver program helps some income-qualified residential customers in certain communities save money. They can save 20% on their electric bill while getting 100% solar energy.
Program benefits
The Green Saver program:
- Increases access to solar, including for renters and homes unsuitable for solar rooftop installation. You may also be interested in the Solar on Multifamily Affordable Housing (SOMAH) or DAC-SASH rooftop solar programs.
- Provides eligible residential customers with a 20% discount on electricity bills.
- Provides discounts on top of any applicable CARE or FERA discounts.
- Supports the growth of new solar projects throughout PG&E's service territory.
Customer eligibility
Subscribers must be residential customers who purchase electricity from PG&E and meet these requirements:
- Live in a disadvantaged community as defined by CalEnviroScreen 3.0, 4.0 or 5.0, or
- Live within a tribal community
- Are eligible for, or are enrolled in, CARE or FERA
- Do not receive electricity service from a Community Choice Aggregator (CCA)
- Do not receive electricity service from a Direct Access provider
Note: If you take service from a CCA, check with your service provider. Ask if they offer a similar program.
PG&E customers with electric service under any of these options do not qualify.
- Transitional Bundled Service (TBS), Schedule S
- Any net energy metering (NEM) schedules
- Non-metered service
- Multi-family or master-meter rate schedules
- Solar Choice or Regional Renewable Choice programs

Green Saver
- This program is currently at capacity. As directed by the CPUC, PG&E uses auto-enrollment to enroll eligible customers in the program. Auto-enrollment happens as there is capacity.

Frequently asked questions
The state defines disadvantaged communities as areas in California with a mix of economic, health and environmental burdens. These burdens include:
- Poverty
- High unemployment
- Air and water pollution
- Presence of hazardous waste
- High incidence of asthma and heart disease
For purposes of this program, disadvantaged communities are those census tracts identified by CalEnviroScreen 3.0, 4.0, or 5.0. They are among the top 25% most burdened census tracts statewide. Also eligible are census tracts in the highest five percent of CalEnviroScreen's Pollution Burden that do not have an overall CalEnviroScreen scores because of unreliable socioeconomic or health data. Yes. The CPUC has allocated solar capacity to PG&E's Green Saver program. When the program has capacity, PG&E auto-enrolls eligible customers. Customers continue to be auto-enrolled to fill all available capacity.
PG&E regularly checks whether customers still qualify for these programs. If a customer no longer qualifies, PG&E will remove them from the program and tell them about the change. A customer may stay in the program if only the DAC status of their census tract changes under CalEnviroScreen. PG&E also checks eligibility during the auto-enrollment process.
Note: Customers in tribal communities are also eligible for participation in these programs, whether their census tract is listed as a DAC by CalEnviroScreen or not.
Rooftop solar can be a good option for many customers. If you live in a disadvantaged community and own your home, the DAC-SASH program may be a good option. If you live in multifamily affordable housing, the Solar on Multifamily Affordable Housing (SOMAH) program may be a good fit. If you rent, cannot install solar or cannot join these programs, Green Saver's community solar program may be a good option.
Green Saver lets you use solar power from projects built in disadvantaged communities across PG&E's service area. You can take part in solar energy without installing panels on your home.
PG&E requires no contract or long-term commitment to enroll in the Green Saver program. There is no termination fee to leave the program. Enrolled customers may leave the program at any time. However, they will not be eligible to re-enroll for one year from the date of unenrollment. Customers may remain in the program for up to 20 years from the date of enrollment, if they continue to meet eligibility criteria.
If you move, you may stay in the Green Saver program if you still qualify. You must start service at your new home within 90 days of your final bill at your old home. Your new home must also be in a qualifying disadvantaged or tribal community.
No, the Green Saver program is only available to qualifying PG&E residential customers.
