Critical repair work at Carmel Substation

Repairs will improve service and reduce future outages

Since August 29, customers in Carmel Valley and Monterey have experienced repeated power outages following a significant equipment failure at the Carmel Substation.

We understand these outages have been disruptive for families, businesses, schools and essential services throughout the community. We sincerely apologize for the impact.

To help reduce additional outages while repairs are underway, we have temporarily reconfigured the electrical system and are serving the area from an alternate power source.

While this temporary solution allows us to continue providing electric service, the system is operating differently than originally designed, which may increase the risk of additional outages.

Our crews and engineers are actively working on a multi-phase reliability improvement project to restore the substation and strengthen service to the community. This work includes installation of temporary equipment, infrastructure upgrades and long-term repairs to damaged substation equipment.

We are committed to providing regular updates on our progress and key project milestones.

Actions we are taking

Project Timeline

Phase 1: Civil Construction and Site Preparation

October 6–October 20, 2026

What we're doing

Crews will prepare and expand the substation footprint to accommodate temporary replacement equipment. This work includes site grading and other improvements to create a stable foundation for the equipment.

Why this work is needed

The existing substation layout does not have sufficient space or a level surface to safely install the temporary equipment required to support the community during repairs.

Aerial imagery shows the Carmel substation surrounded by trees and access roads. A red, dashed-outline area marks a designated construction zone adjacent to the facility. Within the highlighted area, an icon of a hard hat and the words CONSTRUCTION ZONE are clearly visible. The image emphasizes site planning, safety boundaries, and infrastructure development.

Phase 2: Temporary Equipment Installation

October 21–October 28, 2026

What we're doing

A temporary mobile transformer bank will be delivered, installed, tested and connected to the Carmel Substation.

Why this work is important

The temporary transformer bank will allow power to once again flow through the substation in a manner similar to its normal design and operation.

Phase 3: Permanent Equipment Replacement

November 2026–May 2027

What we're doing

While the temporary equipment supports electric service, crews will replace the damaged permanent equipment and install upgraded infrastructure designed to meet future system needs.

Why this work is important

Replacing the damaged equipment provides a long-term solution and strengthens the electrical system serving the community.
