Overview
PG&E is reopening its GHG-Free RFO pursuant to the California Public Utilities Commission’s (“CPUC”) Decision 24‑02‑047, which authorizes clean energy procurement to meet the statewide 2035 greenhouse gas emission target, and the Proposed Decision under Rulemaking 25‑06‑019 authorizing procurement of new capacity. PG&E is soliciting bundled energy and PCC1 renewable energy credits (“PCC1 RECs”) with associated capacity attributes from new clean generation resources that qualify under the California Renewables Portfolio Standard (“RPS”). PG&E seeks GHG-Free and Capacity Projects with initial delivery dates from 2027-2032 to satisfy targets in 2030 and beyond.
Participants who were shortlisted in the initial GHG-Free RFO do not need to re-submit their projects. All Participants should submit projects not shortlisted by PG&E and any new projects not previously submitted to PG&E. The reopening of the 2025 GHG Free RFO is open to all Participants, those who previously submitted offers and those who did not submit an offer in the initial 2025 GHG-Free RFO.
