The California Public Utilities Commission (CPUC) established the Electric Program Investment Charge (EPIC) to provide funding for public interest investments that benefit the electricity ratepayers of PG&E, Southern California Edison (SCE) and San Diego Gas & Electric (SDG&E). Understand EPIC investments

EPIC provides funding for the following public interest investments:

  • Applied Research and Development (R&D)
  • Technology Demonstration and Deployment
  • Market facilitation of clean energy technologies and approaches

 

The annual EPIC budget of $162 million is collected from ratepayers in electric utility distribution rates at the following levels:

  • PG&E (50.1 percent)
  • SCE (41.1 percent)
  • SDG&E (8.8 percent)

 

The California Energy Commission (CEC) administers 80 percent of the EPIC funding, with the ability to invest in all of the approved EPIC activities. PG&E, SCE and SDG&E are approved to administer 20 percent of the EPIC funding in an amount proportional to the amount they collect. However, they are limited to investing only in Technology Demonstration and Deployment activities.

EPIC Workshop Materials

Each year, the four EPIC Program Administrators, including PG&E, Southern California Edison (SCE), San Diego Gas and Electric (SDG&E) and the California Energy Commission (CEC), hold workshops to consult with interested stakeholders at least twice a year, both during the development of each investment plan and during its execution. These workshops contribute to ongoing coordination and understanding among administrators, stakeholders, interested parties, and the California Public Utilities Commission (CPUC), while also raising awareness and visibility of EPIC investments and promoting EPIC program transparency.
