All Participants interested in submitting an offer package will need to pre-register with Power Advocate before submitting an Offer into the RFO. There will be separate Power Advocate sites for third-party owned and utility-owned offer submittals.  Please ensure offers are submitted to the applicable site.

Participants' Webinar

PG&E hosted a Participants' Webinar for the 2018 Local Sub-Area Energy Storage RFO on March 7, 2018. 

Confidentiality Agreement

Utility-Owned Projects:
PG&E will require Participants submitting bids for utility-owned storage to sign the Confidentiality Agreement (DOCX, 30KB) (Updated 2-28-2018) to access additional PG&E-owned site data. The deadline to submit a signed Confidentiality Agreement is 3/8/2018, 5 PM (PPT) via Power Advocate.

Third-Party Owned Projects:
PG&E will require shortlisted Participants submitting bids for third-party owned storage to acknowledge the Confidentiality Agreement at time of accepting shortlist status.

Site Visit

The proposed project at Moss Landing is a project for utility-ownership under an engeering, procurement, and construction agreement. Additional information on this project can be found in Appendix E (PDF, 455KB). An RFO confidentiality agreement has been posted (see 'Confidentiality Agreement' section above). Interested bidders can sign this agreement and send to PG&E to gain access to further site-specific information, technical specifications, and contract term sheets. Site visit details can be found below:

  • Date: Wednesday, February 28th
  • Time: 10AM (PPT) or 11:15AM (PPT) - Assigned time to be confirmed via Email


PG&E will host two site visits on the morning of 2/28 due to the volume of interest. Each Participant organization may send no more than two attendees. All attendees must provide their own hard hat, safety glasses/goggles, fire retardant shirt and pants, safety boots, and safety vest. Site visit attendees that do not have the requisite personal protective equipment (PPE) will not be allowed to enter the substation site.

All Participants interested in attending the site visit must send an email to LocalSubAreaRFO@pge.com confirming the names of the attendees by COB 2/26. PG&E will confirm via Email reply with further information on site logistics and their exact start time.
