Bioenergy Renewable Auction Mechanism

As a result of the ongoing drought and resulting bark beetle infestations, the Governor issued a Proclamation of a State of Emergency on October 30, 2015 to address devastating tree mortality and the hazards that such tree mortality creates for the state of California.

Under Resolution E-4770, and in accordance with the Governor's Emergency Proclamation, the IOUs are required to hold a Renewable Auction Mechanism procurement solicitation targeted at facilities that utilize biofuel from high hazard zones. The auction will be open to new and existing facilities.

High hazard zones are areas of the state representing a high risk for wildfire and falling trees, resulting from severe drought conditions and bark beetle infestation. Areas are designated as CalFire Tier 1 and Tier 2 HHZ by the California Department of Forestry and Fire Protection (CAL FIRE), the California Natural Resources Agency, the California Department of Transportation, the California Energy Commission, or other designated agency.

PG&E's BioRAM Program Protocol, Rider and Appendices were filed in Advice Letter 4822-E, Supplemental Advice Letter 4822-E-A and Supplemental Advice Letter 4822-E-B and were approved via a Disposition Letter date June 14, 2016.

Distribution and transmission information

 

The Generator Interconnection Procedure pursuant to the WDT and CAISO Tariff consists of three application processes: (1) The Fast Track Procedure for generators 5 MW (2 MW on 12kV, 3MW on 21kV, and 5MW on higher voltages) in size that pass the "Fast Track Screens" (2) the Independent Study Process for all generators that are electrically independent from another generator or cluster of generators, and (3) the Cluster Study Process for interconnection requests that do not qualify for the Fast Track Process or the Independent Study Process.

 

Under the CAISO Tariff and PG&E WDT Generator Interconnection Procedures, all interconnection requests under the Independent Study Process or Cluster Process may request interconnection as a "full capacity" resource. Please refer to PG&E's or CAISO's website for more details.
