2023 GRC Phase 1 and GT&S CARD Rate Case Update

As reported previously, PG&E filed its 2023 General Rate Case (GRC) A.21-06-021 on June 30, 2021 and the 2023 Gas Transmission and Storage (GT&S) Cost Allocation and Rate Design (CARD) A.21-09-018 on September 30, 2021, covering for years 2023 through 2026. In summary, here’s the current anticipated schedule listed in 2023 GRC Phase 1 Scoping Memo issued on October 1, 2021:

 

  • March 30, 2022 - Intervenor Testimony due
  • April 29, 2022 - Concurrent Rebuttal Testimony due
  • May 16, 2022 – Evidentiary Hearings start
  • August 31, 2022 – Opening Briefs
  • September 30, 2022 – Reply Briefs
  • 2nd Quarter 2023 – Proposed Decision and Final Decision on A.21-06-021, GRC Phase 1

 

On December 15, 2021, the CPUC held a pre-hearing conference (PHC) on PG&E’s 2023 GT&S CARD A.21-09-018. On January 5, 2022, the CPUC issued the scoping memo in CARD. Based on the current estimated timeline from the 2023 GRC Phase 1 above and the anticipated simultaneous implementation of GT&S rates and revenue requirements proposed in PG&E’s GRC A.21-06-021 filed on June 30, 2021, the CARD Final Decision is currently anticipated in the third quarter of 2023. The following proposed schedule is in the CARD Scoping Memo issued on January 5, 2022:

 

CARD Informal WorkshopJanuary 12, 2022 at 9 AM – Noon, PST, PG&E will be hosting a virtual workshop. In this workshop, PG&E will present a high-level overview of its testimony. There will be an opportunity for parties to ask questions at the end of the presentation.
