As you are aware, Pacific Gas and Electric Company's California Gas Transmission is currently holding an open season which ends on Monday, June 8, 2009. CGT would like to clarify the priority of service for the receipt point specific capacity originating at the proposed Arvin Interconnect, based on the following question.

Question: If I subscribe and obtain Baja Path capacity for the January 1, 2013, tranche of receipt point specific capacity originating at the proposed Arvin Interconnect, will I have a higher priority than existing Baja Firm capacity contracts at Arvin?

Answer: No, if the Arvin Interconnect is built, Arvin receipt point specific contract holders will not have higher priority than any other existing Baja Firm capacity contract holders. PG&E will continue to allocate service on the Backbone Transmission path and all interconnects (including the proposed Arvin Interconnect) per the current gas Rule 14 as follows:

1) All Firm service at all receipt points on a defined transmission path will
be treated equally, with pro rata allocation of nominations, if necessary.

2) All other As-Available service will be scheduled according to contract
price, with the lowest contract price interrupted first.

In addition to capacity awarded in the open season, any existing Baja Firm or As-Available capacity contract holders will be able to nominate to the proposed Arvin Interconnect.
