OFO Forum Held in September

On September 18th, PG&E’s California Gas Transmission held a forum to discuss Operational Flow Orders (OFOs). The OFO Forum invitation was posted on Pipe Ranger on September 7th. Forty-one customers attended, either in person or via phone.

The following topics were discussed at the forum:

  • An overview of CGT’s daily pipeline planning process, including a description of our forecasting process and the impacts supply and demand swings can have on operations.
  • The circumstances under which CGT calls system-wide OFOs, customer-specific OFOs, and early or late OFOs.
  • The circumstances under which CGT holds capacity to prior cycle scheduled volumes.
  • If CGT were to call OFOs earlier in the morning (e.g. 5:30 am Pacific time), how many more OFOs would have been called historically?
  • Would customers prefer CGT to call earlier OFOs, even if the OFO would have to be based on less accurate data and may result in an increase in the number of OFOs?
  • Should the $1,000 per event exemption tariff provision be changed to a 1,000 Dth per event?
  • Would customers prefer a “Flow-Day OFO” where OFO noncompliance charges could apply to OFOs called up to noon on the flow day, instead of holding capacity to prior cycle scheduled volumes?

In response to the valuable discussions held at the forum, CGT has agreed to create a survey which would give all customers an opportunity to provide their specific opinion on many of the issues brought up at the forum. We anticipate this survey to be made available via the Pipe Ranger within the next few weeks.
