INSIDEtracc programming changes are scheduled for implementation in late March, 2006. Driven by customer feedback, these changes will modify how source and destination rankings are used in processing nominations.

History

In November, 2005, changes to California Gas Transmission's INSIDEtracc altered the way nomination processing looked at source and destination rankings, as designated by customers. Under certain circumstances, a higher ranked as-available, market center, or pool to pool nomination could be reduced before a lower ranked firm transportation nomination.

Customer feedback quickly indicated a change was needed. CGT listened to that feedback and resolved to make the necessary changes to INSIDEtracc.

Current Processing

All nominations associated with a firm transportation contract now receive the highest priority regardless of the source or destination ranking for that nomination. All firm nominations are sequenced first. Then, any nominations from the same TSA or pool that do not involve a firm transportation contract (as-available, market center, and pool to pool) are sequenced according to the source or destination rankings. When there are multiple nominations involving firm transportation contracts, source or destination rankings are used to allocate the gas across those nominations.

What CGT Has Done

CGT has re-evaluated the existing nomination processing rules in INSIDEtracc. We have identified areas where changes are required, and are currently making these programming changes. Once the programming changes are in place and have been tested, we will modify INSIDEtracc to reflect these processing changes.

What You Can Expect

Supply shortage or excess market: In cases of supply shortage or excess market, customer designated source and destination rankings will determine nomination cuts. Prior to November, 2005, this was the standard way INSIDEtracc processed nomination cuts.

Bumping: Bumping is the process in the Evening and Intraday 1 nomination cycles where a firm nomination can supersede an as-available nomination scheduled in a previous cycle. Bumping occurs when the total requested nominated volume is greater than the available capacity at an interconnect or on a transportation path.

Prior cycle nominations are affected by the bumping process. Scheduled as-available nominations in a prior cycle are bumped, by price, to allow firm gas to flow. If nominated firm gas cannot all flow within the available capacity at an interconnect or on a path, current cycle firm nominations will be confirmed pro rata. When bumping occurs during processing, a higher ranked as-available, market center, or pool to pool nomination could be reduced before a lower ranked firm transportation nomination.
