Note: Recently, the California Public Utilities Commission (CPUC) issued decisions that impact the state Net Energy Metering (NEM), Net Energy Metering Aggregation (NEMA), and Virtual Net Energy Metering (VNEM) programs. The new programs will impact only new residential solar customers that submit an application after April 14th, 2023 and NEMA/VNEM applications submitted after February 14th 2024. What is the NEM program?
PG&E's Net Energy Metering (NEM) program helps you reduce your monthly electric costs with the energy generated by your own private rooftop solar energy system.
What is net energy?
Your net energy is calculated by finding the difference between:
- The electricity your solar system produces
- The amount PG&E supplies (and you consume)
A special net meter measures your net energy. We calculate your bill using this measurement.
What to expect from your bill
Customers in the NEM program are automatically placed on a 12-month billing cycle. Learn how to read your solar bill.
- Monthly NEM statement
- Annual NEM statement
- Solar paired with battery storage (Residential customers only)
Each month, your PG&E Energy Statement shows the amount due for that billing period including monthly minimum delivery charges.
- The statement also shows a summary of your year-to-date solar charges and credits and how you are tracking towards True-Up.
After 12 months, you’ll receive the final statement of your billing cycle, the True-Up Statement.
- This statement provides your net energy charges and credits over the entire year and shows any final balance due.

How NEM works for your property
Your renewable system generates electricity that serves your property's energy needs. This also helps lower your monthly electric bill.
- If your property needs more electricity, we provide additional power day or night.
- If your system produces more than your property can use, the extra energy goes to our electric grid.
Surplus energy payments
California State Assembly Bill 920 allows PG&E to make payments to NEM customers who generate more electricity than they use over their 12-month billing cycle. The compensation received is called Net Surplus Compensation (NSC). The rate can vary based on wholesale market prices ranging from about two to nine cents per kilowatt hour (kWh).
As an NEM customer, you are automatically enrolled in this program. If you qualify, the NSC you earn appears on your annual NEM True-Up statement. Learn more about Getting Credit for Surplus Energy.
