Manufactured Gas Plants

Former Napa Manufactured Gas Plant

Former Napa manufactured gas plant in the early 1900s

PG&E is working to address environmental impacts at the site of a former manufactured gas plant (MGP) that operated on portions of the property formerly occupied by the Riverside Apartments at 201, 211, 221, 241, 251 and 267 Riverside Drive in Napa, California. In 1889, Napa City Gas Light & Heat Company began operating the MGP at the site. In 1905, PG&E acquired and operated the gas plant until 1924 when it was closed and dismantled. The vacant property was sold in 1961, several years before the apartment complex was built. Today, the site is once again owned by PG&E. All work is being conducted voluntarily by PG&E and is being overseen by the California Department of Toxic Substances Control (DTSC).

In the 1980s, PG&E performed testing at this location to look for residues from historical gas plant operations. Data was shared with all agencies and the Riverside Apartments property owner. It was determined that the site did not pose a health concern and no further work was required then. In January 2010, PG&E purchased the property in order to further investigate and, if necessary, perform cleanup work. In order to safely conduct work at the site, the apartment complex was closed in August 2010 and taken down in summer 2011. PG&E assisted tenants with finding permanent replacement housing.

Several phases of investigation were conducted at on- and off-site areas since 2010. Although current sampling results indicate that there is no present health risk to the surrounding community, some MGP-related materials are present in areas that are currently covered with gravel or asphalt, and a plan to address these areas will be developed once the investigation work is completed.

PG&E will continue to keep the community informed about this project through fact sheets, work notices and other outreach, as appropriate.
