PG&E Seeks Additional Input from Community on Proposed Southern Santa Clara County Electric Infrastructure Project

Morgan Hill, Calif.— Pacific Gas and Electric Company (PG&E) is working to ensure the continued safety and reliability of the electric system serving the southern Santa Clara County area. South County Power Connect, a proposed new electric infrastructure project to serve 43,000 customers in Morgan Hill, Gilroy and surrounding communities, will do just that. Following two successful rounds of community outreach, PG&E will once again seek the community’s feedback during a third round of open houses. These meetings will provide an opportunity for attendees to consider potential substation site options and refined transmission line corridors.

South County Power Connect includes building a new substation and two new transmission lines to connect the substation to the local electric grid, as well as upgrading portions of the existing 115 kV transmission lines that serve the region. This new infrastructure will help ensure long-term reliability in southern Santa Clara County and help prevent power outages in the area.

In February 2016, PG&E held a second series of open houses to gather input on the project's initial substation study area and transmission line corridor options. Based on the feedback received, as well as field studies conducted by environmental and engineering experts, PG&E has refined the project and will present potential substation site options and refined transmission line corridors at the upcoming open houses.

PG&E invites the community to attend three open house meetings to discuss the project and provide feedback on the potential substation sites and refined transmission line corridors. The full project team will be available to gather input and answer questions.

PG&E is committed to siting and designing the project in a manner that is most compatible with the surrounding communities and environment. The new substation will connect one of the Metcalf-Moss Landing 230 kV lines to the 115 kV transmission system that serves the region. The proposed project will also include upgrades to portions of the existing 115 kV lines that will connect the new substation to the existing Morgan Hill Substation.

PG&E is seeking feedback from the community on potential site options and refined transmission line corridors to further refine the project and identify a proposed site and routes, as well as alternatives, which can be submitted to the California Public Utilities Commission (CPUC). To identify the potential sites and routes with the least impact to the local community, PG&E takes into consideration data collected from local, state and federal agencies; input from local land planners; feedback from our public outreach; and information from field reviews of the project study area. To that end, PG&E held public open houses and conducted extensive research and field reviews, which helped identify opportunities to minimize impacts by placing project components near existing electric infrastructure and major roads. The potential sites were identified based on community input; the ability to efficiently and reliably construct and operate the substation on the site; routing and siting considerations, such as community compatibility, fault lines and floodplains; and compatibility with the site's current usage and nearby land uses. The project team will continue to work closely with the local community, government agencies and organizations to identify potential routes and sites with the least overall impact.

Based on the current timeline, it is anticipated that the project will be submitted to the CPUC in mid-2017. This project will be filed with the CPUC under the name South County Reinforcement Project. The CPUC, the state agency with jurisdiction over transmission projects of this type, will conduct additional environmental review and provide opportunities for continued public comment. The CPUC has final approval over the project, including the location of the substation. If approved, the project is expected to be operational in 2021.
