Recently, the California Public Utilities Commission (CPUC) approved new rate structures with the goal of more closely aligning electricity prices with the true cost of providing service. As a part of these changes, the residential E7 rate plan has been discontinued as of May 31, 2016. Customers were automatically transitioned to the new Time-of-Use Rate Plan 3-8 p.m. (ETOU-A) unless they selected another plan before May 31, 2016. Those customers without SmartMeters™ available or who have opted out of SmartMeters™ were transitioned to the tiered E1 rate plan.
The E7 rate plan was developed more than 25 years ago and originally featured a peak period of 12 p.m. to 6 p.m. In 2008, the CPUC closed the E7 rate plan to new customers and changed the peak period for its new E6 Time-of-Use rate to 1 p.m. to 7 p.m., based on changes in the times of day when electricity costs are highest. Last year, the CPUC found that these peak periods had become outdated and no longer align with current energy needs and costs to serve customers. As part of rate restructuring, the CPUC adopted new, updated Time-of-Use rates with peak periods from the late afternoon through the evening. Accordingly, the CPUC is closing the E6 rate to new customers, and requiring all customers on the outdated E7 rate plan to transition to a new rate.
SmartMeter™ customers on the E7 rate plan, were automatically transitioned to the new Time-of-Use Rate Plan 3-8 p.m. (ETOU-A) unless another plan was selected before May 31, 2016.
The new, simpler Time-of-Use Rate Plan (ETOU-A) will mean:
E7 customers without a SmartMeter™ were automatically transitioned to the tiered E1 rate plan as of May 31, 2016. You can still take advantage of the new ETOU rates, but a meter upgrade will be required. This also applies if you are currently enrolled in PG&E’s SmartMeter™ Opt-Out Program.
