2022 PG&E CPE Kern-Lamont Battery Energy Storage RFO


Overview

Pursuant to California Public Utilities Commission (“CPUC”) Decision (“D.”) 22-02-004, the 2021 Preferred System Plan Decision, Pacific Gas and Electric Company (“PG&E”) acting as the Central Procurement Entity in its distribution service area (“CPE” or “PG&E CPE”) is issuing its 2022 PG&E CPE Kern-Lamont Battery Energy Storage RFO (“RFO”) to procure 95 megawatts of new, 4-hour duration, battery energy storage resources located on the Kern-Lamont 115 kilovolt system with initial delivery prior to 2027 to meet the transmission needs identified in the California Independent System Operator’s 2020 – 2021 Transmission Planning Process. Each participant in this RFO is strongly encouraged to review the 2021 PSP Decision prior to participating.

 

Local RA that is procured as part of this RFO will be included in the portfolio of resources procured by PG&E CPE to meet the 3-year forward multi-year Local RA requirement on behalf of all CPUC-jurisdictional load serving entities within PG&E’s electric distribution service area.

PG&E CPE notifies selected Participants that their Offer(s) will be included on a list of Offer(s) for which PG&E CPE may seek to enter into or negotiate an Agreement related to that Offer (“Shortlist”).

PG&E CPE submits a Tier 2 Advice Letter showing progress towards procurement as required by the 2021 PSP Decision

Estimated time frame for execution of Agreement(s), provided that the Agreement(s) are mutually agreed to by both PG&E CPE and the respective Participant.

Following execution of Agreement(s), PG&E CPE submits a Tier 3 Advice Letter to the CPUC for contract approval.

PG&E CPE will endeavor to notify Participants of any changes to the RFO but shall not be liable for any costs or liability incurred by Participants or any other party due to any change or for failing to provide notice or acceptable notice of any change.

All correspondence will be monitored by the IE, who was selected to oversee this RFO. The IE is an independent, third-party evaluator who is required by the CPUC to monitor and evaluate the CPE's RFO process as well as the contract execution process.
