Hunters Point Power Plant Closure and Cleanup

In 1998, PG&E submitted a plan to the California Public Utilities Commission to close the plant as soon as replacement sources of electric power were brought online to ensure reliable energy for residents and businesses. PG&E brought nine new power transmission projects online over the next eight years. Upon completion of the last of those projects in 2006, the CAISO (California Independent System Operator) and FERC (Federal Energy Regulatory Commission) granted approval and the plant was closed.

 

As of spring of 2015, PG&E has completed 95 percent of the soil cleanup, with the remaining soil cleanup planned to start in 2015. Groundwater cleanup goals have been met, and groundwater monitoring is ongoing to confirm that this continues to be the case. Monitoring will continue until the Department of Toxic Substances Control (DTSC) confirms that monitoring is no longer needed. If the monitoring results indicate additional treatment is needed, we will perform additional treatment.

 

Area-By-Area Update and Upcoming Activities

Below is an area-by-area update of the work that was has been completed to date and a brief summary of recent activities.

 

Area A (see site map below)

The soil removal in Area A is complete.

 

Area H (see site map below)

The soil removal in Area H is complete.

 

Area C/D (see site map below)

The soil removal in Area C/D is complete. In 2012, PG&E closed underground structures that remained from the operation of the former power plant. In 2013, several underground tunnels associated with the former plant were also sealed and filled with concrete. A small groundwater treatment effort in the area was completed in 2014, and monitoring is continuing.

 

Area J (see site map below)

While most of Area J soil removal was completed in 2011, a small portion of Area J adjacent to a retaining wall along Evans Avenue required additional planning. PG&E is working with DTSC on an approach for this area that will include installation of a durable cover and improvements to the Evans Avenue streetscape. We expect this work will be completed this summer or fall of 2015. Before any work begins, DTSC will distribute a Work Notice to the local community.

 

Area B (see site map below)

The soil removal and paving, and the planned groundwater treatment in Area B are complete. Monitoring of the groundwater treatment is continuing.

 

Area I (see site map below)

The soil removal and planned groundwater treatment work in Area I is complete. Monitoring of the groundwater treatment is continuing.

 

Shoreline Area (see site map below)

On March 23, DTSC approved a Cleanup Plan (also known as a Feasibility Study/Remedial Action Plan) for the Shoreline Area. The Shoreline Area is an approximately four-acre portion of the Hunters Point Site that includes areas both inside and outside the fenceline.

 

The Cleanup Plan addresses soils impacted by the former Hunter Point Power Plant operations and soils that were used as fill to construct the Shoreline Area and that contain NOA and naturally occurring metals. The area is being cleaned to a recreational use standard, to support current recreational uses as well as the possibility for expanded recreational uses of the area in the future.

 

Under the approved Cleanup Plan, soil in portions of the Shoreline Area will be removed and safely disposed of off-site. Clean soil or rock will then be used to backfill the work areas.

 

Following the approval of work permits, cleanup activities will begin. The plan calls for about seven months of on-site cleanup and restoration work, and depending on permitting, weather and wildlife-protection requirement, work may be spread over a period of up to 17 months.
