For gas days August 29 and August 30, 2004, Pacific Gas and Electric Company's California Gas Transmission called System-Wide OFOs even though the requirements for Customer-Specific OFOs were met. Recent operating experience and current market conditions led CGT to call a System-Wide OFO each day.
