For gas days March 10 and March 11, 2004, Pacific Gas and Electric Company's California Gas Transmission called System-Wide OFOs even though the requirements for Customer-Specific OFOs were met. Recent operating experience and current market conditions led CGT to call the System-Wide OFOs.
