For gas day June 20 and June 21, 2003, Pacific Gas and Electric Company's California Gas Transmission called System-Wide OFOs even though the requirements for Customer-Specific OFOs were met.

Recent operating experience and current market conditions led CGT to call System-Wide OFOs.
