For gas days October 11, 2002, and October 12, 2002, Pacific Gas and Electric Company's California Gas Transmission called System-Wide OFOs even though the requirements for Customer-Specific OFOs were met each day.

Recent operating experience and current market conditions led CGT to call the System-Wide OFOs.
