New Efficiency Options
The New Efficiency Options (NEO) program is fully subscribed for 2010 and ends December 31, 2010.
Incentives may be available for projects through the following offerings:
- PG&E's Customized Retrofit Incentive Program (formerly NRR)
- PG&E Energy Efficiency Implementation Specialists
- Lighting Rebate Catalog (PDF, 1 MB)
PG&E's New Efficiency Options (NEO) aids you in upgrading to the latest in innovative energy-saving technologies. Participating customers receive complimentary expert technical support and can earn cash incentives for energy-saving projects. NEO projects generate high energy and cost savings, benefiting both the environment and your bottom line.
Benefits of NEO
Technical Assistance
PG&E provides NEO participants with an optional no-cost consultation from professionals who are familiar with advanced energy-saving tools and equipment. Experts provide written specifications that outline the specific technologies that are best suited for your facility to ensure you gain your desired benefits and estimated payback for your project.
Financial Incentives
Cash incentives from PG&E help reduce the total cost and payback period of a new lighting system or HVAC controls system. Incentive amounts for pre-approved projects are based on the energy saved and the type of measure installed.
NEO incentives are 40 percent more than PG&E's standard calculated incentive program (Customized Retrofit):
| Measure Description | NEO Incentive | |
|---|---|---|
| kWh Reduced | Peak kW Reduced | |
| Lighting | $0.07 | $140 |
| HVAC I* | $0.21 | $140 |
| HVAC II* | $0.13 | $140 |
| Other | $0.13 | $140 |
| Natural Gas | $1.40 per Therm | N/A |
*For the applicable definitions of "HVAC I" and "HVAC II", refer to the 2010 Statewide Customized Offering Procedures Manual for Business
Customer Eligibility
NEO participants must be PG&E non-residential electric customers who pay the public purpose surcharge found on most commercial electric accounts. Qualifying retrofits must be pre-approved as "innovative" by the NEO program and demonstrate energy savings. The minimum NEO project size is 20,000 square feet for interior spaces. Exterior lighting projects must reduce total demand by at least three kW.
Lighting
Upgrades in lighting technology could reduce your lighting costs by 10 to 35 percent annually. For more information, read the NEO Lighting Fact Sheet (PDF, 210 KB)
NEO Lighting Measures include:
| NEO Category | Base Case | Retrofit |
|---|---|---|
| Basic T8 or T5 retrofit | 1st generation T8 and generic electronic ballast | High-lumen, third generation T8 or T5 lamps and extra-efficient electronic ballasts |
| High-Efficiency Fixtures | Office fixtures with T12 lamps | High-efficiency fixtures, as defined by NEO, are new fixtures or retrofit kits that have a fixture efficiency of 85 percent or greater. NEO-qualified lamps and ballasts are required and the retrofit must reduce energy usage by 55 percent as compared to the T12 basecase. |
| NEO Office Solutions Lighting Systems | Existing ambient lighting system | Increased savings are possible by optimizing ambient and task lighting systems. Case studies have shown that combining personal task lighting with lower overhead light levels can decrease energy usage by 25 to 65 percent. |
| Electronically Ballasted High Intensity Discharge (HID) | Magnetically ballasted HID | Pulse-start electronically-ballasted HID fixtures with functioning controls. Contact the NEO Program team for control monitoring plan details. |
| Lighting Control Systems | Existing manual lighting controls | System-wide controls utilizing occupancy sensors, photocells and timers |
| Innovative Light Emitting Diode (LED) Lighting | Incandescent, halogen, HID, and fluorescent | Select LED products |
Qualifying T8 Lamps and Ballasts
By replacing standard, existing 700 series lamps and generic electronic ballasts with high-lumen 800 series T8 lamps with extra-efficient ballasts, you can save significant energy, reduce operating costs and provide better color rendering and light quality.
NEO T8 Lamps
NEO-qualified T8 lamps are third generation, high-lumen T8 lamps that meet the following requirements:
- 2900 mean lumens or 94 percent lumen maintenance
- 24,000 rated hours at three hours per start
- CRI of 80
Examples include: Philips Alto Advantage (F32T8 ADV 850 Alto), GE Ecolux High Lumen (F32T8/XL/SPX**/HL/ECO) and Sylvania Octron XPS (FO32/8**/XPS/ECO3) or equivalent.
NEO T8 Ballasts
NEO-qualified ballasts must meet the specifications listed below:
| Ballast Type | Ballast Factor | Lamps (Watts) | |||
|---|---|---|---|---|---|
| 1 | 2 | 3 | 4 | ||
| Instant Start | Low ballast factor (.77-.78) | 25 | 48 | 73 | 97 |
| Instant Start | Standard/normal ballast factor (.87-.88) | 28 | 55 | 83 | 109 |
| Instant Start | High ballast factor (1.15-1.20) | 39 | 74 | 111 | 146 |
| Program Start | Low ballast factor (.71) | 25 | 47 | 73 | 97 |
| Program Start | Standard/normal ballast factor (.88) | 30 | 59 | 84 | 112 |
| Program Start | High ballast factor (1.15 -1.16) | N/A | 75 | 110 | 146 |
LEDs
PG&E offers rebates and calculated incentives on many LED products. Find out the most up-to-date information on the PG&E LED programs Web site.
Qualified LED Products:
- ENERGY STAR®-qualified products
- You can find a list of qualified LED products, the categories represented, and the qualification criteria on the ENERGY STAR Solid-State Lighting Partner Resources page.
- Some ENERGY STAR-qualified products are available for incentives through PG&E's Lighting Rebate Catalog (PDF, 1 MB). ENERGY STAR-approved products that do not meet the guidelines described on the Lighting Rebate Catalog may also qualify for NEO incentives.
- Parking garage and exterior area lights are good applications for LEDs. Pre-approved LED Street Lights may qualify for NEO in some non-street light applications. Please reference the PG&E Qualified LED Products (PDF, 216 KB) for the current list of approved street lights and other LED products.
Qualifying your products:
Other LED products may be eligible for NEO incentives at the discretion of the program administrators. To qualify for NEO incentives, LED products require pre-approval. The following items are necessary for approval:
- IES-LM-79 test data from an independent testing laboratory
- IES-LM-80 test data from the manufacturer
- In-situ temperature testing
- UL certification
- Warranty stating lumens will not fall below 70 percent of initial lumens over warranty period
If you have an active project and would like your LED product approved, please submit the above listed data and LED Submission Form (XLS, 34 KB) to NEO@pge.com. For more information about LED test procedures read the ENERGY STAR Manufacturers Guide.

Emerging Technologies Technology Assessments
PG&E's Emerging Technologies (ET) program has evaluated and assessed new and innovative technologies for more than 30 years. To accelerate its efforts to develop performance enhancing and cost-saving energy-efficient products for our customers, the ET program is now offering additional incentives for customers who host a technology assessment at their facilities.
Technology assessments provide an in-depth report on performance enhancements and cost savings at the facility as a result of the technology installation. Host sites provide access to their facility for PG&E assessment activity.
Host facilities will be evaluated in relation to the technology under consideration. Evaluation criteria will vary by technology but may include such things as technical applicability, facility type and facility operating characteristics.
For a more detailed description on an Emerging Technologies Assessment, download the ET/NEO flyer (PDF, 212 KB).
For more information about ET, visit the Emerging Technologies Coordinating Council Web site.
