ENERGY STAR® Performance Method

Residential New Construction

PLEASE NOTE: The 2008 California Title 24 Building Code will become effective January 1, 2010. All application submitted after January 1, 2010 will be reviewed using the 2008 T-24 code as the standard. Projects submitted for the performance programs, ENERGY STAR or the New Solar Homes Partnership Tier 1/Tier 2, must be at least 15% more efficient than required by the 2008 T-24 code.

Builders of single family new homes throughout the state are eligible for the California ENERGY STAR New Homes Program. To qualify, builders must meet the following requirements:

  • Homes must exceed 2005 Title 24 Energy Code requirements by at least 15 percent
  • In addition, these homes must meet the ENERGY STAR Thermal Bypass Checklist and the California Energy Commissions Quality Insulation Installation (TBC/QII) requirements.

    TBC/QII requirements can be used to meet the 15 percent compliance margin criteria. Incentive amounts for qualifying residences are as follows:
    • Coastal Climate Zones 1-7—$400 per unit
    • Inland Climate Zones 8-16—$500 per unit

Climate Zone information, including a map and list by cities, is available on the California Energy Commission's Web site.

Additional Appliance and Lighting Features:  These are applicable only after ENERGY STAR program requirements are met. Incentives are also available for the following additional features (any or all):

  • High Efficiency Dishwashers
  • High Efficiency Refrigerators
  • High Efficiency Clothes Washers
  • Natural Gas Clothes Dryers
  • Lighting- High Efficacy Interior Hardwired Fixtures with applicable controls
  • Cool Roofs

Appliance and lighting features cannot be used to meet the 15% EPA ENERGY STAR compliance margin criteria. To qualify for incentives, builders must be accepted into the program before beginning construction and exceed 2005 Title 24 requirement by at least 15%.
