Request for Offers (AMP RFO)

As a result of the 2006 California heat storm, the California Public Utilities Commission (CPUC) instructed the three Investor Owned Utilities (IOUs) to augment their DR resources for the summers of 2007 and 2008. PG&E was ordered to pursue Request For Proposals and bilateral contracts for additional Demand Response (DR) resources, which provide opportunities for third party DR providers (“Aggregators”) to enroll and sign up retail customers including bundled service, Community Choice Aggregation, and Direct Access customers. The Commission approved the first Aggregator Managed Portfolio contracts (collectively “AMP Program”) in D.07-05-029 and resulted in increased DR services beginning in June 2007.

The AMP contracts between PG&E and Aggregators, which were set to expire on December 31, 2011, required the aggregators to provide a total of 200 MW of load reduction in 2011. In Decision 12-04-045, the CPUC granted extension of four AMP contracts through December 31, 2012 and ordered PG&E to conduct a competitive solicitation whose resulting contracts shall be filed as an Application by September 7, 2012.

PG&E is seeking a minimum of 180 MW of DR Product for 2013 and 2014. PG&E requests that Participants that meet the criteria established in the RFO Protocol offer one or more Product Types. The proposed terms and conditions defining the DR Products sought by PG&E are described in the Demand Response Purchase Agreement.

Offer Submission

Participants may submit multiple offers by providing one Offer Form per offer. When submitting offers, please limit the size of emails to 10 MB (inclusive of attachments). If submitting multiple emails for an offer, please clearly identify the submission by using the convention in the email subject header "{Participant’s Corporate Name} 1 of X".
