Welcome to the Rule 21 Export Online Application Web Portal for electric generators. This option to submit your application electronically is an intermediate solution as PG&E's Electric Generation Interconnection (EGI) Department works to transition to a 100% web-based application.

On the next page you will find the Rule 21 Export Application (Form 79-1145) for generation that will sell under a PURPA Power Purchase Agreement.

Submitting your Application through the online form requires you do so in one session.

There are three steps to completing the online form. An application checklist is available for guidance.

The first step of the Interconnection Request entails entering information into a web-based form. This part of the application takes approximately 15 minutes.

The second step of the Interconnection Request entails uploading documents needed to complete your application: the project details in Attachnment A; a Single Line Diagram; Site Drawing; Site Exclusivity; AC/DC Schematics; and a Description of Operations.

The final step certifies that the application was prepared by the individual completing the online form, and that all of the content entered is true and correct.

PG&E strongly recommends preparing all information and materials before starting the online application. If the Interconnection Request is missing information or documents required to begin the generator interconnection process, PG&E will accept the application, but will deem it incomplete. PG&E will provide a written list of deficiencies to the designated representative provided in your request. Failure to submit subsequent information pursuant to Rule 21 will result in the withdrawal of the Interconnection Request.

You'll find the information you need to complete this section on our PV/RFO map. First, describe the specific point where the generator's electricity will enter the existing utility infrastructure. For example, if the project will connect to a power line, the way to describe that is "Substation + Feeder Number," or, for example, "Guernsey 1101".

Your selection of generation technology below will likely determine what information will be requested throughout subsequent section of this form. Photovoltaic projects typically do not require as much technical data.

Show generator location and Point of Interconnection with the Distribution Provider's Distribution System

Show applicable equipment such as generating units, step-up transformers, auxiliary transformers, switches/disconnects of the proposed interconnection, including the required protection devices and circuit breakers. For wind and photovoltaic generator projects, the one line diagram should include the distribution lines connecting the various groups of generating units, the generator capacitor banks, the step up transformers, the distribution lines, and the substation transformers and capacitor banks at the Point of Interconnection with the Distribution Provider's Distribution System. This one-line drawing must be signed and stamped by a licensed Professional Engineer if the Generating Facility is larger than 50 kW.

The purpose of this document is to guide you through filling out the Rule 21 Exporting Generator Interconnection Request Online Form. This process evaluates an interconnection request for a generating facility independently of other projects. You can apply for an Detailed Study at any time, but you must pass Screens Q and R, which is an engineering analysis that confirms electric independence of previously queue projects. To get an indication of your potential for passing, check the public queue located on pge.com/wholesale for active projects connecting to the substations at your point of interconnection. The Detailed Study process may take 6-12 months from application submittal to interconnection agreement.

The Fast Track process should be selected if you are applying to interconnect an electric generating facility of up to 3 MW, and the power you generate will require minimal or no upgrades to the utility grid. The Fast Track study process typically takes about 3 months. If PG&E's engineering analysis determines that you do not qualify for the Fast Track process, an additional study will be required.

Indicate in this section whether you're applying to interconnect a new facility or to modify an existing one.

Try to use a unique project name. Feel free to add numbers (e.g., "San Francisco Solar 5").

Provide the total throughput of electricity that will flow to the utility. Do not include on-site load. If you selected "New Generating Facility" in #2, provide the net MW output in this section. If you are increasing the capacity of an existing facility, indicate the net MW increase. If you are unsure of how to size your system, the Rule 21 Pre-Application process may be helpful. Use realistic dates. In-Service Date is the date back-feed power is first needed. In-Service, Trial Operation and Commercial Operation should be in sequence and at least a month apart (for example, 1/1/2013, 2/1/2013, 3/1/2013).

The default term in the contract is ten years, with an auto-renew feature every year thereafter. Requests for longer terms may cause delays in your contract negotiation and execution.

Provide the name of the main contact for the project. This person will be included on all correspondence and should have authority to make key decisions throughout the process.
