Community Choice Aggregation

Community Choice Aggregation, or CCA, is a program available within the service areas of investor-owned utilities, such as PG&E, which allows cities and counties to purchase and/or generate electricity for their residents and businesses. Under CCA, PG&E continues to deliver the electricity through its transmission and distribution system and provide meter reading, billing, maintenance, and outage response services.

Current CCA programs in California:
Within PG&E's service territory there are two active CCAs. These include Marin Clean Energy (MCE) and Sonoma Clean Power (SCP).

MCE
MCE began serving the generation needs of customers within Marin County in 2010. In 2013 MCE expanded to the City of Richmond.

Sonoma Clean Power
Sonoma Clean Power (SCP) is a CCA program providing electricity in Sonoma County. SCP is a not-for-profit public agency, independently run by the Sonoma County cities that have joined the program, including Windsor, Sonoma, Cotati, Sebastopol, Santa Rosa and Cloverdale, as well as all of the unincorporated areas in the county.

SCP enrolled its first customers in May 2014. SCP is currently enrolling nearly 150,000 customers in its second phase. PG&E customers in this current phase will be automatically enrolled with SCP in December 2014 unless they choose to opt out of the program. SCP is providing enrollment and opt-out notifications to enrolling customers. Customers who choose to opt out need to contact SCP. SCP plans to expand its enrollment to additional customers in summer 2015.

Opt-Out Information

Please note: PG&E cannot accept opt-out requests.

If you want to opt out of a CCA program and have received notice(s) from a CCA that your electric service will be served by a CCA, you must submit your opt-out request to the CCA directly. Please note that an opt-out request must be submitted to your CCA whether your area is transitioning to the CCA for the first time or if you start a new electric service within an existing CCA area. Customers may only opt out of an established CCA program by contacting their CCA.
