About the QF/CHP Settlement Agreement
- What new PG&E power purchase agreements ("PPAs") are available for me to sign?
The new PPAs listed at this link are now available to qualified sellers:
http://www.pge.com/b2b/energysupply/qualifyingfacilities/welcome/ - What options are available to renewable energy QFs under the Settlement?
As part of the Settlement Agreement, a new standard offer PPA for QF facilities that are 20 MW or less in size (the "PURPA QF PPA") will be available. Renewable energy QF generators larger than 20 MW can seek long-term PPAs through PG&E's competitive Renewable Portfolio Standard ("RPS") Solicitation. Information about PG&E's current RPS solicitation is available at:
http://www.pge.com/b2b/energysupply/wholesaleelectricsuppliersolicitation/renewables2011/ - If I sign a new PPA, will I need to sign a new interconnection agreement?
Yes. Sellers who sign a new PPA will be required to sign a new FERC-jurisdictional interconnection agreement, unless the seller signs a PURPA QF PPA or an AB 1613 CHP PPA; in that case, the seller will be required to sign a new CPUC-jurisdictional interconnection agreement.
- I am currently on an extension of my expired PPA. When will my extension expire?
Annual extensions to PPAs that were ordered by the CPUC will terminate on the date provided in the extension letter. Please refer to your specific extension agreement and, if you have any uncertainty, contact PG&E’s Contract Management team at
QFSettlementInquiries@pge.com.
- What options are available for Sellers whose CPUC-ordered extensions are expiring? And when should I sign a new agreement?
The options are that are available to QFs that currently have "extended" PPAs are: CHP Transition PPA, CHP Optional As-Available PPA, and PURPA PPA, as eligible. In order to ensure uninterrupted deliveries, a new PPA must be executed before the expiration of the extension agreement; and, to allow for adequate time for a smooth transition between PPAs, PG&E encourages the execution of the appropriate PPA well before the deadline.
- I am not on a contract extension and my contract does not expire for a couple of years. Am I required to sign a new contract?
No, you may continue to operate under your existing PPA. However, you may elect to sign a pro-forma "Legacy Amendment" but please note that PG&E is authorized to offer these amendments only through May 20, 2012.
- How will the new SRAC formula affect payments that I receive under my existing PPA?
The new SRAC formula will determine your payments if they are based on PG&E's monthly posting of new SRAC as adopted in D.07-09-040. It will not affect the calculation of energy payments provided under the terms of a PPA or PPA amendment between a particular seller and PG&E, such as a PPA amendment approved by D.06-07-032.
- Is the Settlement Agreement now in effect?
Yes. The Settlement Agreement became effective on November 23, 2011.
